Item 10: General Debate
Statement by Mr. ENDO Satoshi, Counsellor
The Permanent Mission of Japan in Geneva
5 October 2026
Thank you, Madam Vice-President.
Japan expresses its gratitude to the Secretary-General for his report on the role and achievements of OHCHR in assisting Cambodia in the promotion and protection of human rights.
We appreciate OHCHR’s technical assistance to the Cambodian government agencies and various stakeholders to help Cambodia implement its international human rights obligations and the recommendations of the human rights mechanisms. Japan supports the continued efforts of OHCHR to mainstream human rights through training programs and technical assistance.
Japan also values Cambodia’s constructive engagement with OHCHR and the UN system to advance human rights. In particular, we commend Cambodia’s efforts to promote socio-economic development and address the needs of vulnerable groups, including women and children.
At the same time, the report highlights restrictions on civic space and fundamental freedoms in Cambodia, including freedom of expression, peaceful assembly, and association. We urge the government to continue its efforts with the assistance of OHCHR toward expanding political and civic space, ensuring an environment conducive to freedom of expression, peaceful assembly, and association, and enabling all parties to operate freely. We also hope that OHCHR will continue to provide appropriate support in this area.
Japan remains committed to working with Cambodia as a partner, in collaboration with the international community, including the United Nations and other relevant stakeholders.
I thank you.
