   Thank you, Mr. Vice-President.
   
   Mr. Special Rapporteur, we appreciate your report and continued engagement with this region.

   We appreciate Cambodia’s constructive cooperation with the Special Rapporteur, including during his recent country visit.

   We welcome Cambodia’s extensive efforts to enhance international cooperation to combat online scam operations and human trafficking. We strongly encourage further efforts in this regard.

   Japan acknowledges recent developments, including the release of Mr. Kem Sokha from house arrest following his royal pardon, and will continue to closely monitor the situation.

   At the same time, we are concerned by the restrictions on civic and political space described in the Special Rapporteur’s report. Looking ahead to the upcoming commune elections in 2027 and the general election in 2028, we once again call on the Cambodian government to continue its efforts to expand political and civic space and to ensure the rights to freedom of expression, peaceful assembly, and association.

   Japan emphasizes the importance of constructive dialogue and cooperation, and will continue to support Cambodia’s own efforts to improve its human rights situation.

   With regard to the situation in the Cambodia-Thailand border area, Japan reiterates its call for the steady implementation of the ceasefire agreement, maximum restraint, and a peaceful resolution through dialogue toward the normalization of relations.
