令和8年10月2日
The 63rd Session of the Human Rights Council
Item 10: Interactive dialogue with the High Commissioner on the oral update on Ukraine
Statement by Mr. NAGASE Kensuke, Minister
The Permanent Mission of Japan in Geneva
2 October 2026

   Thank you, Mr. Vice-President.

Japan would like to thank the High Commissioner and his Office for the update on Ukraine.

We remain deeply and increasingly concerned over the grave humanitarian and human rights situations in Ukraine. The High Commissioner’s update indicates that civilian casualties are on the rise in the country. The growing number of deaths and injuries among civilians, who are entitled to protection under international humanitarian law, cannot be tolerated.

We condemn in the strongest terms the human rights violations committed by Russia against the people of Ukraine, and call on Russia to end such violations immediately, ensure humane treatment of all detainees, and fulfill its obligations under international humanitarian and human rights law. We strongly urge Russia to return all Ukrainians to their homes, including children who were taken away from their families.

Ukraine should continue to be supported in a manner that fully respects the Ukrainian people’s will regarding their country’s future. We reaffirm our unwavering commitment to supporting the people and the Government of Ukraine.

In closing, we would like to express our appreciation for the continued efforts of the High Commissioner and his Office to shed light on the human rights situation in Ukraine.

   I thank you.
