Thank you, Mr. Vice-President.
Japan thanks the Secretary-General for his report on intimidation and reprisals against those who cooperate with the United Nations, including human rights defenders and other civil society actors. We remain deeply concerned by the persistent and widespread nature of such acts, which threaten the integrity and effectiveness of the UN human rights system.
In particular, we remain concerned by the reported increase in transnational repression as the Secretary-General’s report illustrates. The report documents cases of surveillance, intimidation, digital harassment and other forms of repression targeting individuals and organizations across borders. We are also concerned that fear of reprisals continues to lead individuals and civil society actors to self-censor, seek anonymity, or refrain altogether from cooperating with the UN.
We believe contributions and engagement by civil society are crucial to the promotion and protection of human rights both in national and international contexts. Meaningful participation by civil society at this Council and other UN human rights mechanisms is indispensable to their effective functioning.
Japan recalls that in accordance with international human rights standards, all States must respect and protect human rights, and refrain from committing acts of transnational repression. We reiterate our firm commitment to protecting civic space so that civil society actors can cooperate freely with the United Nations.
