Item 3: Interactive dialogue with the working group on discrimination against women and girls
Statement by Mr. TAKEUCHI Yasuaki, Second Secretary
The Permanent Mission of Japan in Geneva
24 June 2026
Thank you, Madam Vice-President.
Japan thanks the Working Group for the presentation of its report.
We share the concern that women and girls continue to be disproportionately impacted by the digital divide, facing barriers to accessing and benefiting from new and emerging digital technologies, including technology-facilitated gender-based violence, as well as bias and discrimination in artificial intelligence systems. We recognize the importance of ensuring that AI governance is consistent with international human rights law and contributes to substantive gender equality.
At the same time, Japan believes that such technologies can serve as powerful tools for advancing the Women, Peace and Security agenda. We emphasize the importance of integrating digital inclusion into WPS efforts, leveraging digital tools to support women’s participation and leadership, and promoting gender-responsive capacity-building in AI and cybersecurity.
We will continue promoting safe, secure, and trustworthy AI, while advancing women’s and girls’ participation and leadership in digital and technological fields.
In light of the opportunities and risks identified in the report, could the Working Group elaborate on good practices for promoting women’s meaningful participation and leadership in the development, governance, and use of AI, with a view to promoting and protecting the human rights of women and girls?
I thank you.
