第61回人権理事会 議題4 ミャンマー人権状況特別報告者とのインタラクティブ・ダイアローグにおける甲藤岳史書記官ステートメント(2026年3月13日)

令和8年3月16日
The 61st Session of the Human Rights Council
Item 4: Interactive dialogue with the Special Rapporteur
on the situation of human rights in Myanmar

Statement by Mr. KODO Takeshi, First Secretary
The Permanent Mission of Japan in Geneva
13 March 2026

 Thank you, Madam Vice-President.
Thank you, Mr. Special Rapporteur, for your briefing.

The continued deterioration of the human rights situation in Myanmar is gravely concerning, and the lack of progress toward ending the conflict since the 2021 coup is deplorable.

In particular, indiscriminate acts of violence, including airstrikes targeting civilians and civilian facilities, are unacceptable and must cease immediately. Japan calls upon all parties to the conflict to comply with their obligations under international humanitarian law and international human rights law.

While the Myanmar regime recently held a general election, there has been no sign of political progress, such as the release of detainees or sincere dialogue among all concerned parties.

Japan therefore reiterates its calls on the Myanmar military to (1) immediately stop the violence, (2) release those detained, and (3) swiftly restore Myanmar’s democratic political system.

Japan shares the Special Rapporteur’s view that foreign aid cuts have severely impacted humanitarian aid programs and that the international community must provide streamlined support.

Japan will continue to support the people of Myanmar through humanitarian assistance and livelihood support.

Furthermore, Japan will continue to actively engage in dialogue with various stakeholders, while strengthening efforts toward improving the situation in Myanmar in close collaboration with the international community, including ASEAN.

 I thank you.
