Thank you, Mr. Vice-President.
Japan appreciates the continued efforts of the Commission of Inquiry and its commitment to ensuring accountability for violations and abuses committed by all parties to the Syrian conflict. We welcome the Commission’s recent visit to Syria and its engagement with the government and other stakeholders, which contributes to dialogue and a better understanding of the situation on the ground.
Japan remains concerned about the human rights situation in Syria, particularly the ongoing impact on civilians, including women and children, as well as returnees from neighboring countries and internally displaced persons. Sporadic hostilities and regional clashes have caused civilian casualties, displacement, and instability. All parties must fully respect international human rights law and international humanitarian law and take all possible measures to protect civilians.
Japan underscores that accountability and transitional justice are essential for lasting peace and reconciliation. Efforts to investigate violations and ensure justice for victims and survivors must be strengthened.
Japan supports a Syrian-led and Syrian-owned political process that promotes an inclusive and stable transition. In this regard, the meaningful participation of women-led civil society organizations, in line with the Women, Peace and Security agenda, is essential for achieving sustainable peace.
Japan will continue to support international efforts to promote respect for human rights, accountability, and stability in Syria.
