Statement by Mr. SHIOTA Takahiro, Minister-Counsellor

 Thank you, Mr. President.
 
 We have held IDs on thematic issues under Item 3 aimed at promoting and protecting human rights in this Council. A number of cross-cutting issues have been addressed, including gender equality, education, and freedom of expression.
 
 In this regard, all human rights, including civil, political, economic, social and cultural rights, are indivisible, interdependent and mutually reinforcing. It is therefore essential to promote and protect all human rights in a balanced and comprehensive manner.
 
 We welcome the ongoing rationalization efforts being carried out in line with UNGA Resolution 79/192. At the same time, we emphasize the importance of delivering tangible improvements on the ground. In this respect, and also considering the General Assembly’s review of the status of this Council, we hope to see a strengthening of synergies between this Council and the Third Committee, as well as among relevant mandates.
 
 Japan believes that the contributions and engagement of civil society actors, and rights holders and their representatives, are essential to the promotion and protection of human rights. In particular, the meaningful participation in this Council of all such individuals is integral to ensuring fruitful discussions. Therefore, ensuring the necessary means of participation, including by the provision of reasonable accommodation for persons with disabilities in an appropriate manner, is vital to enabling such discussions.
