Thank you, Mr. Vice-President.
Japan warmly welcomes the delegation of the State of Libya and appreciates its continued cooperation with OHCHR. We also appreciate the Libyan government’s commitment to its security sector reform, and welcome its declaration to accept the jurisdiction of the International Criminal Court regarding alleged crimes in its territory from 2011 to 2027.
In a spirit of constructive dialogue, Japan would like to make three recommendations:

- accelerate comprehensive security sector reform in accordance with international humanitarian and human rights law, including the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment;
- undertake necessary institutional reform aimed at preventing arbitrary arrest, detention and imprisonment, as well as enforced disappearance, and at improving the harsh conditions in detention facilities and prisons; and
- adopt a draft law to combat violence against women as a matter of priority.
We wish the delegation of Libya every success in this review.
