 Thank you, Mr. President.
 
 Japan thanks the Secretary-General for his report on intimidation and reprisals against those who cooperate with the United Nations, including human rights defenders and other civil society actors. We remain deeply concerned by the persistent and widespread nature of such acts, which threaten the integrity of the UN human rights mechanism.
 
 In particular, we note with concern the growing trend of transnational repression as the Secretary-General’s report illustrates. Such actions undermine international protection mechanisms and have a chilling effect on civil society everywhere. In this regard, we welcome the recent publication of the OHCHR Civic Space Brief on Transnational Repression as an important contribution to raising awareness of this issue and mobilizing responses by the international community.
 
 We believe contributions and engagement by civil society are crucial to promote and protect human rights both in national and international contexts. Especially, civil society’s meaningful participation in this Council is integral to ensuring that we have fruitful discussions.
 
 Japan recalls that in accordance with international human rights standards, all States must respect and protect human rights, and refrain from committing acts of transnational repression. We reiterate our firm commitment to protecting civic space so that civil society actors can cooperate freely with the United Nations.
