UPR of the Lao People’s Democratic Republic
Statement by Ms. ASANO Yuko, First Secretary
The Permanent Mission of Japan in Geneva
29 April 2025

 Thank you, Mr. Vice-President.

Japan warmly welcomes the delegation of the Lao People’s Democratic Republic.

Japan welcomes the positive steps taken by the Lao PDR to implement the UPR third cycle recommendations. We appreciate the government’s efforts toward enhancing gender equality through various National Action Plans.
At the same time, Japan notes that the UN Country Team and treaty bodies have recommended that the Lao PDR take further measures to improve the human rights situations of women and girls in the country. We also note that the Lao PDR has not ratified the ICPPED, although it signed the Convention in 2008.

Japan therefore recommends that the Lao PDR:

  1. further promote women’s and girls’ rights by increasing their access to health services and education, preventing violence against them, and forbidding forced marriage; and

  2. ratify the ICPPED and continue to make efforts to address the case of the missing human rights defender, referred to in the document prepared by OHCHR.

We wish the delegation of the Lao PDR every success in the review.

  I thank you.
