第58回人権理事会 議題4 一般討論における尾池厚之大使ステートメント(2025年3月20日)

令和7年3月21日
The 58th Session of the Human Rights Council
Item 4: General Debate

Statement by Ambassador OIKE Atsuyuki
The Permanent Mission of Japan in Geneva
20 March 2025

 Thank you, Mr. Vice-President.

The continued grave human rights and humanitarian situations around the world are indeed a matter of great concern. We renew our determination to strive for a world where the “human dignity” of each and every person is protected.

Russia’s continuing aggression against Ukraine for more than three years now is highly regrettable. Any unilateral attempt to change the status quo by the use of force must not be allowed anywhere in the world. It is important that the current diplomatic efforts by countries including the U.S. and European countries succeed in ending this years-long armed conflict. Any violations of the UN Charter or human rights must be rectified right away.

The humanitarian situation in Gaza is critical. All stakeholders are required to respect international law, including international humanitarian law, and act immediately from a humanitarian perspective.

In Myanmar, four years have passed since the coup. The situation is deteriorating further as air strikes against civilians continue without abate. Japan again strongly urges the Myanmar military to refrain from violence immediately and to take concrete actions for the release of detainees and the early restoration of the democratic political system. Japan continues to actively provide urgently required humanitarian support to people in need.

Universal values such as freedom, fundamental human rights, and the rule of law must be ensured in China, including Hong Kong, Xinjiang, and Tibet. Japan is seriously concerned about the human rights situation in the country and strongly urges China to take further concrete positive steps.

The abductions by North Korea is a matter concerning Japan’s sovereignty and the lives and security of the Japanese people. It is also a matter pertaining to universal values shared worldwide, and a violation of fundamental human rights. This issue must be resolved without delay, as the families of the abductees are growing older. Japan strongly urges North Korea to let the abduction victims return to their homes immediately, and counts on the international community’s understanding and cooperation.

 I thank you.
