第58回人権理事会 議題4 北朝鮮人権状況特別報告者とのインタラクティブ・ダイアローグにおける尾池厚之大使ステートメント(2025年3月19日)

令和7年3月21日
The 58th Session of the Human Rights Council
Item 4: Interactive dialogue with the Special Rapporteur on the situation of
human rights
in the Democratic People’s Republic of Korea
Statement by Ambassador OIKE Atsuyuki
The Permanent Mission of Japan in Geneva
19 March 2025

 Thank you, Mr. Vice-President.

Japan appreciates the dedicated work of the Special Rapporteur on the situation of human rights in the DPRK, highlighting the dire circumstances on the ground, including widespread forced labor and further restrictions on the enjoyment of the rights to freedom of movement, work, and freedom of expression and opinion.

It is clear that the situation has seen little to no improvement over many years, and therefore we remain deeply concerned.

We would like to reiterate that Pyongyang must heed the calls of the international community, stop allocating its resources to ballistic missile and nuclear development, and take concrete actions to improve its human rights situation.

The issue of abductions is a grave violation of fundamental human rights. The victims and their families are aging. Mr. Akihiro Arimoto passed away in February at the age of 96 without seeing his abducted daughter again. There is no time to lose. Japan calls for the continued understanding and cooperation of the Special Rapporteur and the international community to ensure the immediate return of all abductees from North Korea.

Madam Special Rapporteur, we strongly support your mandate and will provide our full cooperation for your activities.

 Thank you.
