Item 2: General Debate
Statement by Ambassador OIKE Atsuyuki
The Permanent Mission of Japan in Geneva

Mr. President,
I would like to express my sincere appreciation for the dedicated efforts of the High Commissioner and recognize the increasingly crucial role of OHCHR in the global protection and promotion of human rights.
It is essential for all nations to uphold universal values such as human rights, freedom, democracy, and the rule of law.
As a member of the Human Rights Council, Japan is committed to enhancing its cooperation with OHCHR and further contributing to the preservation of the international order based on the rule of law.
We need to firmly speak out against serious human rights violations. It is vital to strengthen bilateral dialogue and cooperation to support and encourage countries that are making efforts to promote and protect human rights and democracy.
As an example of such dialogue and cooperation, we welcome the steps taken by the new government of Sri Lanka toward national reconciliation, including the development of an open domestic mechanism by strengthening its truth and reconciliation framework, and its active engagement to develop infrastructure and livelihoods in the Northern and Eastern provinces. We also recognize the efforts of the Government of Sri Lanka to implement social protection measures to compensate for the cumulative impacts of the economic crisis and associated austerity measures that have affected socio-economically vulnerable communities. Japan will continue to support Sri Lanka’s own initiatives to improve its human rights situation in a concrete and tangible manner and to further promote confidence-building measures that contribute to national reconciliation.
Mr. President,
We regret the recent deportation of Uyghurs from Thailand to China. We emphasize that those deported Uyghurs have to be able to receive fair and humane treatment in China and that their human rights must be protected.
We remain steadfast in our commitment to working with the international community and civil society to promote and protect human rights, guided by the principles of human security and the concept of “leaving no one behind.”
I thank you.
