   Thank you, Mr. Vice-President.
 
   Mr. Special Rapporteur, Japan appreciates your efforts in preparing your report.
 
   Japan remains deeply concerned about the human rights situation in Afghanistan. In particular, the recent promulgation of the so-called “morality law” on 21 August, which severely restricts the conduct of the people of Afghanistan, has given us even greater cause for concern. As illustrated in the Special Rapporteur’s statement, the law will only bring even more severe restrictions on the freedoms and rights of the Afghan people, especially women and girls. And that is not a bright future.
 
   Japan is also concerned by the Taliban’s public announcement that it will not permit the Special Rapporteur to visit Afghanistan. The announcement clearly indicates that the Taliban has taken a major step backward in its engagement with the United Nations and the international community on human rights. We again express our support for the Special Rapporteur’s mandate and urge the Taliban to reverse its decision.
 
   In collaboration with all relevant stakeholders, Japan will continue to urge the Taliban to reverse its oppressive measures, including restrictions on the rights of women and girls, while continuing our own efforts to ensure peace and stability in Afghanistan.
