  Thank you, Mr. Vice-President.
 
  Technical cooperation and capacity-building in the field of human rights are important in promoting, protecting, and fulfilling human rights worldwide. They are universal values and must be enjoyed by every individual in all countries.
 
  Japan believes that one of the basic responsibilities of a government is to ensure the human rights of individuals living in their country. Unfortunately, a government may sometimes lack resources, and be criticized for its insufficient human rights system, despite its willingness to ensure it. Still, a government must continue to work for a better system, since the human rights situation in a country will never be improved on the ground without the committed efforts of the government of that country.
 
  Based on this belief, Japan has provided various forms of assistance to promote the efforts of other countries, such as capacity building in law enforcement, establishing public broadcasting for the public right to access information, and facilitating a platform where stakeholders can exchange information to tackle child labor issues.
 
  Japan will continue assisting countries who take action on their own initiative and strive for better human rights systems.
