第56回人権理事会 議題4 シリア人権状況独立調査委員会による口頭報告に関するインタラクティブ・ダイアローグにおける竹内康朗専門調査員ステートメント(2024年7月3日)

令和6年7月3日
The 56th Session of the Human Rights Council
Item 4: ID with the Independent International Commission of Inquiry on the Syrian Arab Republic
Statement of Japan
TAKEUCHI Yasuaki, Human Rights Adviser
The Permanent Mission of Japan in Geneva
3 July 2024

   Thank you, Madame Vice-President.

Japan appreciates the oral update by the Commission of Inquiry and its continuous efforts to ensure the accountability of all parties to the Syrian conflict, together with the International, Impartial and Independent Mechanism and other international mechanisms. Japan also welcomes the Commission’s willingness to cooperate with the Independent Institution on Missing Persons in addressing the fate of missing Syrians.

We remain deeply concerned over the escalation of violence and hostilities that has exacerbated serious violations of international human rights and humanitarian law in Syria, particularly arbitrary detention, enforced disappearances, torture, and most notably, indiscriminate attacks resulting in civilian casualties.

Furthermore, Japan is deeply concerned by the High Commissioner’s report of ongoing sexual and gender-based violence during his global update at the beginning of this session. We believe that the OHCHR field office on the ground, as one of six gender accredited field offices, can play a significant role in mainstreaming gender and protecting and promoting the rights of women and girls in the country.

We reiterate our commitment to working closely with international partners and UN Special Envoy Pedersen toward resolving the Syrian crisis. Japan, once more, calls for a nationwide ceasefire and urges all parties to work toward a political solution based on the framework set out in Security Council Resolution 2254.

   I thank you, Madame Vice-President.
