  Thank you, Mr. President.
 
  I would first like to thank the High Commissioner for his annual report.
 
  Today, as many people across the globe are facing dire circumstances, Japan reaffirms its determination to strive for a world where the “human dignity” of each and every person is protected.
 
  While we echo the High Commissioner’s emphasis on economic, social, and cultural rights, we also reiterate that human rights are indivisible, interdependent and interrelated. In this respect, failures to uphold basic rights and freedoms, including those of minority groups, should not be considered as inevitable for development.
 
  Please allow me to address the issue of abductions by North Korea, which is a serious humanitarian issue with time constraints. Japan will continue to strongly urge North Korea to take concrete and positive actions toward the immediate resolution of the abductions issue.
 
  Japan will remain engaged with the Office of the High Commissioner and will continue to contribute to international efforts to protect and promote human rights through dialogue and cooperation.
