第55回人権理事会 議題4 一般討論における塩田崇弘公使参事官ステートメント(2024年3月20日)

令和6年3月22日
The 55th Session of the Human Rights Council
Item 4: General Debate
Statement by Minister-Counsellor SHIOTA Takahiro
20 March 2024

Japan shares the concerns already expressed about the ongoing grave human rights and humanitarian situations around the world.

Russia’s two-year long continuing aggression against Ukraine is highly regrettable. Any unilateral attempt to change the status quo through use of force must never be allowed. We call on Russia to immediately cease such violations of the UN Charter and human rights.

The critical humanitarian situation in Gaza is another matter of serious concern. Japan urges all stakeholders to respect international law and to take action from a humanitarian perspective.

In Myanmar, three years have passed since the coup and the situation continues to worsen. Japan urges the Myanmar military to immediately refrain from violence and take concrete actions for the release of detainees and the restoration of the democratic political system.

The universal values of freedom, respect for fundamental human rights, and the rule of law must be ensured everywhere. This applies to China as well, including in Hong Kong, Xinjiang and Tibet. Japan is seriously concerned about the human rights situation in the country and again strongly urges China to take concrete and positive steps to address it.

The issue of abductions by North Korea critically affects Japan’s sovereignty and the lives and security of the Japanese people. Such human rights violations are also a universal issue of international concern. This issue must be urgently resolved as the family members of the abduction victims are growing old. Japan strongly urges North Korea to let the victims return home immediately, and appreciates the continued support of the international community to this end.

I thank you.
