Item 4: Interactive Dialogue with the Independent International Commission of Inquiry (COI) on Ukraine

Thank you Mr. President,
 
More than two years have passed since Russia launched its aggression against Ukraine, which, Japan reiterates, is a clear violation of international law and shakes the very foundation of the international order.
 
Japan once again condemns in the strongest terms the actions of the Russian forces which have led to a large number of civilians casualties in Ukraine. Indiscriminate attacks on innocent civilians are a grave breach of international humanitarian law and absolutely unacceptable.
 
Japan appreciates the investigation being conducted by the Commission of Inquiry (COI) on Ukraine. The work of COI is important in identifying those responsible for violations or abuses of human rights or holding them accountable.
 
Japan expresses its utmost respect for the courage and perseverance of the people of Ukraine, who have been standing up in defense for the freedom and independence of their country.  Japan convened the Japan-Ukraine Conference for Promotion of Economic Growth and Reconstruction in February, where, with the participation of public and private sectors from both countries, a total of 56 cooperation documents were unveiled.
 
Japan will continue to stand with Ukraine until its peace returns both bilaterally and in collaboration with the international community.
