Item 4: ID with Special Rapporteur on the situation of human rights
in the Democratic People’s Republic of Korea
Statement by Ambassador HONSEI Kozo

Japan appreciates the work of the Special Rapporteur.
We remain deeply concerned about the human rights situation in North Korea. In particular, the issue of abductions by North Korea is a grave violation of fundamental human rights. The families of the victims are now well advanced in age, and many have even passed away. There is no time to lose.
As such, Japan requests the continued understanding and cooperation of the Special Rapporteur and the international community for the immediate return of all abductees.
As the Special Rapporteur’s report shows, ten years after the COI report, there has been little or no progress in North Korea’s human rights situation. It is extremely regrettable that North Korea is accelerating its nuclear and missile development at the expense of its people. Today, North Korea again launched a ballistic missile, violating UN Security Council resolutions. North Korea should heed the calls of the international community and take concrete actions to improve its human rights situation.
Madam Special Rapporteur, we hope you will continue to work intensely and Japan supports your mandate and will fully cooperate with your activities.
