Item 2: General Debate
Statement by Ambassador HONSEI Kozo
The Permanent Mission of Japan in Geneva
4 March 2024

Mr. President,
I wish to extend my respect for the diligent efforts of the High Commissioner, and to acknowledge the increasingly vital role of OHCHR in protecting and promoting human rights globally.
All countries should respect universal values, such as human rights, freedom, democracy, and the rule of law.
Having recently reassumed its membership of the Human Rights Council, Japan will endeavor to advance cooperation with OHCHR and further contribute to upholding the international order based on the rule of law.
Japan denounces serious human rights violations. We consider it vital to bolster bilateral dialogue and cooperation to support and encourage countries making voluntary efforts to promote and protect human rights and democratization.
For example, Japan appreciates the steps taken by Sri Lanka towards national reconciliation including such as taking confidence-building measures by the release of private lands occupied during the conflict and the political prisoners, and development of an open domestic mechanism for the establishment of the Truth and Reconciliation Commission. Improving tangibly human rights conditions and further promoting CBM are important. Japan will continue to support these efforts.
We also place high importance on respecting human rights in supply chains, as reflected in our National Action Plan on Business and Human Rights and cross-industry guidelines for business enterprises. We will continue to promote the implementation of human rights due diligence by Japanese multinationals and their business partners, while also supporting the development of relevant systems in developing countries.
Japan remains committed to cooperating with the international community and civil society to promote and protect human rights, based on the principles of human security and “leaving no one behind.”
I thank you.
