Thank you, Madame Vice-President.
 
 Japan again condemns in the strongest possible terms Russia’s aggression against Ukraine and expresses its deep concern about the human rights violations committed by the Russian armed forces.

 We also express concern about the deteriorating human rights situation in Russia, including the reports of severe restrictions on the rights to freedoms of opinion and expression, peaceful assembly, and association resulting in crackdowns on civil society, human rights defenders, journalists, and political opposition.

 Japan remains committed to its support for human rights in Russia and makes the following recommendations:
 
  1. fulfill obligations under international human rights law, including the International Covenant on Civil and Political Rights, and cooperate with treaty bodies; 
  2. ensure the independence of the judiciary; and
  3. promptly ratify the International Convention for the Protection of All Persons from Enforced Disappearance.
