First, I would like to express that Japan stands with the people of Ukraine who are fighting to defend their sovereignty, territory and their homeland. Russia’s aggression against Ukraine is a serious act shaking the very foundation of the international order.
 
Japan takes extremely seriously the fact that a large number of civilians in Ukraine have been killed as a result of the acts of the Russian forces, and is deeply shocked by this revelation. The killing of innocent civilians is a grave breach of international humanitarian law and absolutely unacceptable. This cannot be allowed to continue. Japan condemns such acts of aggression by Russia in the strongest terms.
 
The COI, established by the Council under Resolution 49/1, is mandated to “investigate all alleged violations and abuses of human rights and violations of international humanitarian law” and “collect, consolidate and analyse evidence of such violations and abuses.” The role of the COI is critical. We strongly hope that the COI will begin its work as soon as possible to uncover what has been happening in Ukraine and preserve the evidence.
 
Japan will continue to do its utmost to stop the tragedy unfolding in Ukraine in collaboration with the international community.
