Introduction of the draft resolution L.16 titled: Advisory services and technical assistance for Cambodia

Thank you, Madam President.
 
 As the main sponsor, Japan wishes to introduce the draft resolution on advisory services and technical assistance for Cambodia, L16 as orally revised. The oral revision of the draft resolution has been uploaded to the Extranet. The main objective of the resolution is to continue the international community’s support for the improvement of the human rights situation in Cambodia, including the extension of the mandate of the Special Rapporteur on the situation of human rights in Cambodia for two years.
 
 This year marks the 30th anniversary of the signing of the Paris Peace Accords. Cambodia has made great progress in the past 30 years. While some improvements have been made in the human rights situation, as pointed out in the report of the Special Rapporteur, there are still areas that require further efforts. In order to improve the human rights situation in Cambodia, it is important to promote Cambodia’s own efforts. Japan hopes that the Special Rapporteur will encourage and support such efforts in cooperation with the OHCHR Cambodia Office.
 
 With this in mind, the international community, including Japan, must pay close attention to the situation in Cambodia in the run-up to the local elections in 2022 and the national elections in 2023. We hope that these elections will be held with the participation of a wide range of political parties that reflect diverse views.
 
 In addition to the two existing written reports by the Special Rapporteur, this resolution has added a one-time oral update. This is an addition in anticipation of the upcoming elections. It is not intended to be a precedent for future resolutions and the matter will be judged based on the human rights situation in Cambodia at the time. Japan welcomes Cambodia’s positive attitude toward dialogue with the international community. We look forward to a constructive two-way dialogue.
 
 Japan has continued to engage in constructive and candid dialogue with Cambodia. Japan strongly hopes that Cambodia will continue to listen to various voices both from within and outside the country, and to take positive steps forward in cooperation with the international community.
 
 I would like to reiterate that this resolution is a technical cooperation resolution, which requires the cooperation of both Cambodia and the international community. As with previous resolutions, we sincerely wish that this resolution will be adopted by consensus.
