Thank you, Madam President,
 
 Japan pays tribute to the High Commissioner for her tireless efforts. OHCHR’s role in promoting and protecting human rights continues to be vitally important. Japan remains committed to close cooperation with the Office.  
 
 Japan is concerned about the humanitarian crisis in Afghanistan. We call on all stakeholders, including the Taliban, to ensure the safe departure of those who wish to leave the country. Humanitarian access for medical personnel and others must be respected in accordance with international humanitarian law. Japan urges all stakeholders to comply with their obligations under international human rights law, including for the protection of the human rights of women, children and minorities. We further urge all parties to ensure the safety of journalists and to respect freedom of expression.
 
 Japan is concerned about the human rights situation in Venezuela, in particular illegal arrests, arbitrary detention and torture.
We urge the Government to work with OHCHR to address the challenges voiced by the international community.
 
 Japan is concerned about the effects of the political conflict in Nicaragua. We expect the parties involved to resolve the conflict peacefully, while respecting fundamental principles such as human rights and democracy. We also hope the presidential elections in November will be conducted in a free and fair manner.
 
 With respect to Sri Lanka, while there is room for improvement in the areas of national reconciliation and human rights, we understand that the Government is taking various measures including investigation by the Commission of Inquiry and payment of compensation. It is important that Sri Lanka continue to take voluntary actions and the international community support Sri Lanka in this effort.
