令和2年7月21日
The 44th Session of the Human Rights Council (13 July 2020)

Item 4: Interactive Dialogue with Mr. Tom Andrews
Special Rapporteur on the situation of human rights in Myanmar

Statement by Ambassador OKANIWA Ken
The Permanent Mission of Japan in Geneva

Thank you, Madam Vice-President.

Japan congratulates Mr. Andrews on his appointment as Special Rapporteur on the situation of human rights in Myanmar. Japan hopes he will cooperate with the Government of Myanmar to improve the human rights situation on the ground.

Japan shares the concerns of the international community regarding the humanitarian and human rights situation of those who fled to Bangladesh and of the minority population in Myanmar. This situation must be improved as soon as possible.

It is critically important that the Government and Military of Myanmar swiftly take the necessary legal measures concerning alleged human rights violations in Rakhine State based on the recommendations of the Independent Commission of Enquiry (ICOE). Japan appreciates Myanmar’s submission of the report to the ICJ by the designated deadline in response to its order. We hope Myanmar will steadily implement the provisional measures indicated by the ICJ. It is also essential for Myanmar to explain its efforts so as to gain the understanding of the international community.

The international community should continue to patiently urge and support Myanmar’s efforts to consolidate democracy, and promote and protect human rights in Myanmar.

What input and contribution can the Special Rapporteur provide in order to support Myanmar in improving the human rights situation on the ground?

 I thank you, Madam Vice-President.
