第44回人権理事会 議題3 女性に対する暴力特別報告者とのインタラクティブ・ダイアローグにおける斉田幸雄公使によるステートメント(2020年7月7日)

令和2年7月21日
44th Session of the Human Rights Council (7 July 2020)
Interactive Dialogue with Special Rapporteur on Violence against Women
Statement by Mr. SAITA Yukio
Minister, Permanent Mission of Japan in Geneva

Thank you, Madam President.

Achieving gender equality is a key priority for the Government of Japan. Japan is concerned that the COVID-19 crisis has been disproportionately affecting women and girls. In this regard, our basic policy response to the pandemic recognizes the importance of giving full consideration to its impacts on women. In response to increasing reports of domestic violence, we have launched a new support system for victims. We have also been working with civil society to contribute to capacity building of victims’ local communities.

This global pandemic has posed a multidimensional crisis for human security. We must act together leaving no one behind, especially the most vulnerable. Japan welcomes the policy brief by the UN Secretary-General, which recommends that national measures place women and girls, including older persons, at their center. In this connection, we have decided to provide 4.5 million USD for UN Women to support women and girls affected by the crisis.

Japan has made sincere efforts to address the comfort women issue for years including by means of the 2015 Japan-ROK agreement.

 I thank you, Madam President.
