Thank you, Madam President.
The treaty bodies, special procedures, and resolutions have an important function in promoting and protecting human rights in the international community. They are essential to the international human rights mechanism.
However, there are some issues that we need to address. As we commented in our responses to the questionnaires on treaty body strengthening, in order for members to promote and protect human rights through UN human rights mechanisms, it is essential to improve the treaty bodies so they can function more efficiently and effectively. Japan encourages collaboration in Geneva and New York toward achieving tangible outcomes in this regard.
Also, as a result of continuously adopting a number of resolutions at the Human Rights Council, we are faced with increasing additional expenditure.
It is indispensable for the Secretariat and Member States to enhance communication between Geneva and New York and to remain cognizant of fiscal disciplines when taking actions at this Council and discussing reforms such as the 2020 treaty body strengthening or HRC review starting in 2021. The High Commissioner and Member States should engage in discussion to improve working methods and efficiency, remove unnecessary duplication, and make more effective use of resources for promotion and protection of human rights.
Japan is committed to playing an active role in the discussion.
