Statement by Ambassador OKANIWA Ken 
The Permanent Mission of Japan in Geneva

 Thank you, Madam President.
 
 Japan shares the concerns of the international community regarding the human rights and humanitarian situation of refugees who fled to Bangladesh and ethnic minorities living in Myanmar. Japan highly commends the Government of Bangladesh for generously accepting the refugees. We are also concerned about worsening security, increasing frustration on the side of host communities, and other issues that complicate the situation due to prolonged evacuation.  
 
 Japan will continue to support Myanmar and Bangladesh in enabling the refugees to return in a “safe, voluntary and dignified” manner in cooperation with the UN.
 
 On the alleged cases of human rights violations in Rakhine State, the Myanmar government and armed forces made it clear that on the basis of the ICOE’s report, they will investigate criminal acts and prosecute those responsible. Japan appreciates this important step forward. We strongly hope the Myanmar Government will swiftly take the necessary legal measures. 
 
 In order to consolidate democracy, and promote and protect human rights in Myanmar, the international community should continue to urge Myanmar to take concrete, independent actions and exercise patience in supporting such initiatives.
