Item 4: Interactive Dialogue with the Special Rapporteur
on the situation of human rights in Myanmar
Statement by Ambassador Ken OKANIWA
Permanent Mission of Japan in Geneva
Thank you, Madam Vice-President.
Japan takes note of the oral update by the Special Rapporteur.
Myanmar continues to face various challenges. We appreciate the unilateral ceasefire by the Military in the northeast, including in Kachin and Shan States. However, we are concerned about the recent recurrence of fighting in the region. Japan will continue to provide maximum support to facilitate the peace process.
As regards Rakhine State, it is a matter of urgency for the Myanmar Government to improve the situation of the displaced people and create conditions for their safe, voluntary and dignified repatriation. To this end, the Myanmar Government should engage in dialogue with the displaced people and cooperate with the United Nations. Japan will continue efforts to support repatriation of the displaced people. For this purpose, then Foreign Minister, Taro KONO, visited Myanmar and Bangladesh in July. He strongly encouraged the Myanmar Government to take necessary measures.
It is critically important that the Independent Commission of Enquiry (ICOE) established by Myanmar conduct credible and transparent investigations, and that appropriate measures are taken. Japan appreciates the acceptance of the ICOE advance team to Cox’s Bazaar in August by the Bangladesh Government.
The international community must continue to encourage and support Myanmar’s efforts towards democratization and promotion of human rights with patience. In this regard, Japan appreciates the recent efforts by ASEAN.
I thank you, Madam Vice-President.
