Statement by Ambassador Ken OKANIWA
Permanent Mission of Japan in Geneva


Thank you, Madam Vice President.

  Japan is concerned about the increasing burden on the displaced persons and the local community in Cox’s Bazar with the prolongation of the crisis. The risk of natural disasters during the rainy season is also a matter of concern. Humanitarian consideration is essential, especially for women and children who comprise the majority of the displaced.

  In this connection, Japan would like to express its deep appreciation to Bangladesh for generously receiving the displaced persons, supporting camp management, providing humanitarian assistance in cooperation with international organizations, and taking measures on disaster prevention. Japan will continue to support the efforts by Myanmar and Bangladesh towards “safe, voluntary and dignified” repatriation at an early timing.

 Japan appreciates the extension of the tripartite MOU between Myanmar, UNDP and UNHCR. We hope that humanitarian access will be maintained and expanded.

 With respect to the alleged human rights violations in north Rakhine State, it is critically important that the International Commission of Enquiry (ICOE) established by Myanmar conduct credible and transparent investigation and that appropriate measures be taken. Japan continues to call on the Myanmar Government and its military to cooperate with investigation by the ICOE.
