平成31年3月21日
40th Session of the Human Rights Council (20 March 2019)
Interactive Dialogue on the High Commissioner’s Report on Ukraine
Statement by Mr. Masashi NAKAGOME
Minister, The Permanent Mission of Japan in Geneva

Thank you, Mr. Vice President.

Japan appreciates the OHCHR’s reports on the human rights situation in Ukraine.

Japan expects the immediate release of the Ukrainian crew members who have been detained in the incident near the Kerch Strait last November.

We call upon all concerned parties to implement the Minsk Agreement, in a way that fully respects Ukraine’s sovereignty and territorial integrity.

Japan also urges all parties to provide OHCHR and other international monitors free and unhindered access in non-government-controlled areas in Donetsk, Luhansk and the Crimean Peninsula.

We are concerned about the human rights situation in eastern Ukraine and the Crimean Peninsula. International community should continue to pay attention to the situation. We strongly expect that international human rights standards will be respected in these areas.

Finally, Japan expects that Ukraine’s presidential and parliamentary elections scheduled for 2019 will be held in a fair and transparent manner. Japan plans to dispatch election observers to these elections.

I thank you Mr. Vice President.
