Item 4: Interactive Dialogue with the Commission on Human Rights in South Sudan
Statement by Ambassador Ken OKANIWA
The Permanent Mission of Japan in Geneva


Thank you, Mr. President.

Japan welcomes the signing of the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) by the South Sudanese parties last September. Japan will continue to support the implementation of the Agreement in cooperation with partners such as IGAD. Japan strongly hopes that the parties concerned including the South Sudanese government and anti-government forces will implement the Agreement, with the support of IGAD and other relevant institutions, by cooperating constructively and demonstrating their strong political will, while observing the ceasefire.

Japan is concerned by reports of sexual violence and other human rights violations continuing even after the signing of the Agreement. Japan supports UN Women’s awareness-raising campaign to prevent sexual violence against displaced persons. Japan also provides assistance for capacity building of women’s protection advisors and human rights officers working with UNMISS. Japan strongly urges South Sudan to take appropriate preventive measures against human rights violations including sexual violence.

I have a question for the Commission. What is the evaluation of cooperation between the South Sudanese government and regional organizations such as the African Commission on Human and People’s Rights?
