Mr. President,
Japan shares international concerns about the long-standing and ongoing systematic, widespread and gross human rights violations in North Korea, which were documented in detail in the report of the Commission of Inquiry submitted to this Council three years ago.
The Human Rights Committee since 2003, and this Council since 2008, after the transition, have adopted every year the resolution on the situation of human rights in the DPRK.
This resolution includes the extension of the mandate of the Special Rapporteur(OP14), and the strengthening the capacity of the OHCHR, including its Seoul office(OP12), in line with the Paragraph 86(b)(ⅲ)(ⅳ) of the report of the Group of Independent Experts on accountability.
We once again urge North Korea to engage in constructive dialogue with the international community and to take concrete steps to address the international concerns as well as to resolve the long-standing issue of the abductions of foreign nationals.
We call on all the Council members to support this draft resolution to be adopted by consensus.
