Mr. Chairman,
Japan takes note with appreciation of the report by the Special Rapporteur.
We welcome the measures being carried out by the democratically elected new government toward improving the human rights situation and promoting national reconciliation in Myanmar. We particularly welcome the holding of the 21st Century Panglong Union Peace Conference as well as the establishment of the Central Committee on Implementation of Peace Stability and Development of Rakhine State and the Advisory Commission on Rakhine State toward resolution of the ongoing issues in the state.
On the other hand, Japan has observed with concern the repeated attacks that started in October last year and the subsequent clashes between Myanmar’s security forces and armed groups, and notes with equal concern reports of alleged serious human rights violations and internal displacement. Japan urges the Government of Myanmar to conduct a prompt, transparent, and credible investigation and to make efforts to prevent further occurrences of these problems. Additionally, as a more fundamental issue, it is important to build trust between communities and reduce poverty in Rakhine State. In this aim, on 24 February Japan contributed ten million dollars to provide humanitarian assistance for communities in Rakhine State.
Japan encourages the Myanmar government to continue to collaborate with the international community and actively engage in improving its domestic human rights situation.
