Thank you, Mr. President,


 Japan commends Timor-Leste for its emphasis on human rights in its national policy and on the many human rights provisions it has included in its constitution. We welcome the country’s efforts to follow up on the recommendations made in the last review toward improvements in its human rights situation.

 We also welcome Timor-Leste’s conclusion of many of the main human rights treaties in the short period since its independence. Japan recommends that Timor-Leste proceed with the early ratification of the remaining important international human rights treaties, in particular the Convention on the Rights of Persons with Disabilities and the International Convention for the Protection of All Persons from Enforced Disappearance.

 While Japan appreciates Timor-Leste’s adoption of the Law against Domestic Violence, the formulation and progress of its National Action Plan on Women, and the government’s efforts to reduce the rate of school dropout among girls, we continue to be concerned that violence against women and girls in the country remains prevalent and the rate of school dropout among girls is still very high. In this connection, Japan recommends that Timor-Leste continue to strengthen its measures to counter human rights violations against women and girls, in particular domestic violence, and at the same time enhance its measures to promote the social participation of women and girls.

 To prevent infringements on freedom of the press through the adoption of the Press Law, Japan recommends that Timor-Leste take further measures to ensure freedom of expression.
