Interactive Dialogue with the Special Rapporteur on Safe drinking Water and Sanitation and the Working Group on Arbitrary Detention

Thank you, Mr. President.
 
 Japan would like to begin by thanking the Special Rapporteur on right to safe drinking water and sanitation for his contribution.
 
 Water is essential for life; it is a foundation of social development and a vital element in ensuring human security. Japan places great emphasis on water and sanitation in development assistance and has been the largest donor in this field since the 1990s. Japan has provided 2 billion dollars per year in recent years.
 
 Ensuring access to safe water and basic sanitation facilities is fundamental to women’s empowerment in developing regions. Japan has provided development assistance for the provision of hygienic women and men’s separate flush toilets in the African region. We have also provided assistance for the widespread construction of hygienic toilets with a system of reusing excrement as fertilizer in the Asian region. Japan will continue to provide assistance in this field with an emphasis on gender equality and women’s empowerment.
 
 Japan would like to thank the Working Group on Arbitrary Detention for its contribution as well.
 
 Japan expresses its deep concern at reports of human rights defenders, and members of civil society, who in spite of the legitimate exercising of their rights, were subjected to threats, harassment and arbitrary detention in certain countries and regions.
 
 The Human Rights Council must not be indifferent to this situation. Japan believes that it is possible to promote human rights including freedom of expression by ensuring a safe and enabling environment without intimidation and that this is the responsibility of all countries.
