第343回ILO理事会 議題INS/8 ミャンマーに関するILO総会決議(2013年及び2021年)に係るフォローアップについて中嶋章浩参事官が行ったステートメント(2021年11月8日)

令和3年11月25日

343rd Session of the ILO Governing Body Item INS/8: Follow-up to the resolutions concerning Myanmar adopted by the International Labour Conference at its 102nd (2013) and 109th (2021) Sessions, Statement by Counsellor NAKAJIMA Akihiro, Permanent Mission of Japan in Geneva (8 November 2021)

First, we thank the Office for providing us with factual update, which helps us to see the situation in Myanmar after we adopted the Conference Resolution in this June, which delivered tripartite messages on this important issue.
As articulated in its previous statements, Japan is deeply concerned about the situation in Myanmar and strongly urges the Myanmar military to immediately stop violence against civilians, to release all those detained including State Counsellor Daw Aung San Suu Kyi and to swiftly restore Myanmar’s democratic political system.
In this regard, the ILO fulfils its mandate by demanding that workers and employers be allowed to undertake their functions without threat of intimidation or harm, and to exercise their freedom of association in a climate free from violence, arbitrary arrest and detention.
We commend the ILO Yangon Office’s efforts under constraints to maintain provision of technical assistance to workers’ and employers’ Organizations, while we urge the military authorities to stop interference in the operations of the Office.
We are also concerned over reports of the use of forced labor by the military authorities and urge them to end such activities.
The Governing Body must closely follow the developments in Myanmar with the Director-General’s report at 344th Session.
Japan supports the decision points as amended by the United States.
