 Thank you, Mr. Vice-President.
 
 I would first like to thank the High Commissioner for his annual report.
Japan, as a member of the Human Rights Council, will continue to uphold the free and open international order based on the rule of law.

  We echo the High Commissioner’s alarm concerning violations of human rights in armed conflicts, including Myanmar and Palestine. We also share concerns about the risks from new technologies without adequate guardrails. Japan is committed to realizing a society where the human rights of all individuals are protected, and no one is left behind. In this regard, upholding human rights and fundamental freedoms, in particular civil and political rights, should not be sidelined in the pursuit of development.

 Please allow me to address the issue of abductions by North Korea, which is an urgent humanitarian matter where no time can be spared in resolving it, given the aging of the abductees and their families. We will continue to strongly urge Pyongyang to let the abductees return to their homes immediately, in close cooperation with the international community.

Japan will remain engaged with the High Commissioner and will continue to contribute to international efforts to protect and promote human rights through dialogue and cooperation.
