Thank you, Mr. Vice-President.
Japan thanks the Special Rapporteur for her report and for her continued efforts to address the situation of human rights defenders. Civil society actors, including human rights defenders, are a cornerstone of the effective implementation of human rights treaties, ensuring accountability and strengthening the rule of law in every society.
Japan strongly condemns threats, harassment, violence, and intimidation and reprisals, including transnational repression, against human rights defenders and other civil society actors. Such actions undermine the international human rights framework and have a chilling effect on civil society worldwide. We particularly oppose all acts of intimidation and reprisal against individuals or groups for their cooperation with the United Nations human rights mechanisms, including the Special Procedures mandate holders.
We believe that the contributions and engagement of civil society actors, including human rights defenders, are essential to the promotion and protection of human rights at both national and international levels. In particular, meaningful participation in this Council is integral to ensuring fruitful discussions.
Japan recalls that, in accordance with international human rights standards, all States must respect and protect human rights and refrain from committing, facilitating, or condoning acts of intimidation and reprisal, including transnational repression. We reiterate our firm commitment to protecting civic space so that civil society actors can contribute to the advancement of human rights.
