2026/2/28
The 61st Session of the Human Rights Council
Item 2: Enhanced interactive dialogue on the
report of the Commission on Human Rights in South Sudan
Statement by Ms. SAKURAI Minami, Human Rights Adviser
The Permanent Mission of Japan in Geneva
27 February 2026

   Thank you, Mr. President.

Japan expresses its appreciation for the Commission’s report. We would also like to thank the United Nations Mission in South Sudan (UNMISS) for its ongoing commitment to protecting civilians in South Sudan.

Japan remains concerned about the deteriorating human rights situation in South Sudan, including mass displacement caused by the conflict both domestically and to neighboring countries. In particular, the intensified fighting in Jonglei and Western and Eastern Equatoria, which is escalating the risk of insecurity, famine, and public health crises is a grave concern.

Japan condemns in the strongest terms the continued attacks against civilians including humanitarian personnel in South Sudan. Japan calls on the transitional government to take immediate action to end the conflict, prevent further targeting of humanitarian personnel, hold perpetrators accountable, and ensure the safety of those providing life-saving assistance to the South Sudanese people.  We also call on all parties to agree to an immediate cessation of hostilities and to resolve issues through peaceful dialogue.

Japan remains committed to continuing to work with South Sudan and the international community to protect and promote human rights in South Sudan.

   I thank you.
