Item 2:Enhanced interactive dialogue on the Report of the Independent
International Fact-Finding Mission for the Sudan and the Report of
the High Commissioner for Human Rights on the situation of human rights in the Sudan
Statement by Ambassador OIKE Atsuyuki
The Permanent Mission of Japan in Geneva
26 February 2026

Thank you, Mr. Vice-President. We thank the High Commissioner and the Fact-Finding Mission for their respective reports, and we express our appreciation for the work of the Designated Expert and the FFM.
Japan remains deeply concerned by the catastrophic human rights situation in Sudan, where the conflict is now approaching its fourth year. Japan is particularly alarmed by reports of continued attacks against civilians and civilian infrastructure, including hospitals, schools, and places of worship.
The protection of civilians and civilian objects is a fundamental obligation under international law.
Japan reiterates its call on all parties to the conflict to immediately cease hostilities, respect human rights, commit to an immediate and permanent ceasefire, and ensure rapid and unimpeded passage of humanitarian assistance.
We express our support for diplomatic efforts underway to restore peace and security in Sudan, and call upon the international community to contribute to that end.
Japan remains committed to working with the international community, including through the work of its Special Envoy for the Horn of Africa, to support Sudanese efforts toward an orderly transition to civilian rule.
I thank you.
