Human Rights Council interactive dialogue on the oral update of the OHCHR
on the human rights situation in and around El Fasher,
in the context of the ongoing conflict in the Sudan

Statement by Ambassador OIKE Atsuyuki
The Permanent Mission of Japan in Geneva
9 February 2026

Thank you, Mr. President. We thank the High Commissioner for his oral update.

Japan remains deeply concerned about the human rights situation in Sudan—particularly in and around El Fasher and in North Kordofan, where the conflict has intensified. It is utterly intolerable that restrictions on humanitarian access continue to cause widespread starvation and famine, and that gender-based and sexual violence have been deliberately used in the conflict. Japan strongly condemns the escalation of violence and attacks that are often ethnically-motivated by the Rapid Support Forces against unarmed civilians and aid workers.

Japan reiterates its call on all parties to the conflict to respect human rights, de-escalate, commit to an immediate and permanent ceasefire, and ensure rapid and unimpeded passage of humanitarian assistance.

Japan remains committed to working with the international community, including through the work of its Special Envoy for the Horn of Africa, for the cessation of hostilities, for improved access to humanitarian aid, and to support Sudanese efforts toward an orderly transition to civilian rule.

 I thank you.
