on the deteriorating human rights situation in the Islamic Republic of Iran
Statement by Ambassador OIKE Atsuyuki
The Permanent Mission of Japan in Geneva
23 January 2026

Thank you, Mr. Vice-President.
Japan believes that universal values, such as human rights, freedom, democracy, and the rule of law should be respected in every country. Based on this belief, we supported the holding of this special session.
We are deeply concerned about the deterioration of the human rights situation in the Islamic Republic of Iran, in light of the reports that many people have been killed or injured in the protests.
Japan opposes any use of force against peaceful protests and calls upon the Islamic Republic of Iran to exercise maximum restraint and refrain from unnecessary or disproportionate measures. We urge the Islamic Republic of Iran to uphold the fundamental human rights of its citizens, in particular the right to freedom of expression including freedom to seek, receive and impart information, and the rights to freedom of peaceful assembly and association, without fear of reprisal.
Japan remains open to dialogue with the Islamic Republic of Iran to further exchange views on efforts to improve its human rights situation, including through a bilateral human rights dialogue.
I thank you.
