 Thank you, Mr. Vice President,
 
 Japan would like to thank the High Commissioner and his Office for the latest report.
 
 We remain deeply concerned over the grave humanitarian and human rights situations in Ukraine. More than three and a half years have passed since Russia launched its aggression, which is a clear violation of international law and shakes the very foundation of the international order.
 
 The report documents alarming patterns of arbitrary detention, enforced disappearances, and torture and ill-treatment of civilians in Russian-occupied territories. Such acts are serious violations of international humanitarian law and international human rights law, and must never be tolerated.
 
 Japan condemns in the strongest terms these actions, and calls on Russia to end such violations immediately, ensure humane treatment of all detainees, and grant full access to independent monitors.
 
 We express our respect for the Ukrainian people, who have demonstrated immense bravery in standing up against Russia’s aggression day after day with no end to the hostilities in sight. Japan reaffirms its unwavering support for the people and the Government of Ukraine, and will continue to work closely with the international community to achieve a just and lasting peace and ensure that the human rights of the Ukrainian people are upheld.
