The 60th Session of the Human Rights Council
Item 4: General Debate
Statement by Ambassador OIKE Atsuyuki
The Permanent Mission of Japan in Geneva
23 September 2025

 Thank you, Mr. President.

The continued grave human rights and humanitarian situations around the world are a matter of great concern.

Russia’s continuing aggression against Ukraine is highly regrettable. Any unilateral attempt to change the status quo by use of force must never be allowed. Any violations of the UN Charter or human rights must be immediately rectified. We strongly urge Russia to comply with the ICCPR, the CAT, and other international human rights agreements.

The human rights situation in Xinjiang is seriously concerning. Universal values such as freedom, human rights, and the rule of law must be ensured in China. This also applies to the situations in Hong Kong and Tibet. Japan strongly urges China to take further concrete positive steps, including transparent information-sharing.

The issue of abductions by DPRK is a matter concerning Japan’s sovereignty and the lives and security of the Japanese people. It is also a violation of fundamental human rights. This issue must be resolved without delay, as the families of the abductees are growing older. Japan strongly urges North Korea to let the abduction victims return to their homes immediately, and counts on the international community’s understanding and cooperation in this regard.

 I thank you.
