Thank you, Madam Vice-President.
Japan expresses its appreciation for the presentation by the High Commissioner, the team of international experts on the Democratic Republic of the Congo (DRC) and other distinguished speakers. Japan welcomes the adoption by consensus of the resolution (A/HRC/RES/S-37/1) at the thirty-seventh special session of the Human Rights Council on 7 February 2025. This resolution represents a significant step toward addressing the human rights situation in the DRC and ensuring accountability to further promote and protect human rights.
Japan remains deeply concerned about the deteriorating human rights situation in eastern DRC, where women and children, in particular, are at increasing risk of being subjected to violence. All parties to the conflict must strictly fulfill their obligations under international law, including international human rights and international humanitarian law.
There is no military solution to this conflict. Regional peace initiatives, including the Luanda/Nairobi process, remain of crucial importance in the efforts to achieve a lasting, peaceful solution to the conflict through African-led political processes. Implementation of the outcomes of the Joint EAC-SADC Summit held on 8 February is key. Japan also acknowledges the summit meeting between the DRC and Rwanda held on 18 March in Qatar. We call for all parties to actively engage in and accelerate political consultations.
We will continue to support all efforts to prevent further escalation. Japan remains committed to working with the international community to advance human rights and peace and security in the DRC.
