Item 4: Interactive dialogue with the Independent International
Commission of Inquiry on Ukraine
Statement by Mr. ISHII Yoshizane, Minister
The Permanent Mission of Japan in Geneva
19 March 2025
Thank you, Mr. Vice-President.
We appreciate the investigation being conducted by COI on Ukraine.
The work of COI is important in identifying cases of violations or abuses of human rights to hold those responsible accountable.
More than three years have passed since Russia launched its aggression against Ukraine, which, we reiterate, is a clear violation of international law and shakes the very foundation of the international order.
During this period, many innocent civilians have lost their lives and many more have been injured by Russia’s ruthless attacks on critical infrastructure including hospitals, schools and power plants.
Japan expresses its utmost respect for the courage and perseverance of the people of Ukraine, who have been standing up in defense for the freedom and independence of their country for three years.
We will continue our diplomatic efforts and stand firmly with Ukraine and the international community until a comprehensive, just and lasting peace is achieved in Ukraine.
I thank you, Mr. Vice-President.
