The 57th Session of the Human Rights Council
Item 4: Interactive dialogue with the Independent International Commission of Inquiry on Ukraine

Statement by Ambassador OIKE Atsuyuki
The Permanent Mission of Japan in Geneva
23 September 2024

   Thank you, Madam Vice-President.

Japan would like to thank the International Commission of Inquiry (COI) on Ukraine for the oral update on the human rights situation in Ukraine.

We remain deeply concerned over the humanitarian and human rights situation in Ukraine. Russian aggression against Ukraine is a clear violation of international law and shakes the very foundation of the international order.

Japan once again condemns in the strongest terms the actions of the Russian forces which have led to a large number of civilian casualties in Ukraine.

The work of COI is important in identifying those responsible for violations or abuses of human rights or holding them accountable, and Japan fully supports the work of COI and its mandate.

As winter approaches, it is those in the most vulnerable situations, including women and children, who are affected the most. Japan expresses its utmost respect for the courage and perseverance of the people of Ukraine, who have been standing up in defense of the freedom and independence of their country.

Japan, in continued close coordination with the international community, strongly supports the Government of Ukraine and its people in order to stop Russia’s aggression and achieve a just and lasting peace in Ukraine as soon as possible.

   I thank you, Madam Vice-President.
